Senior Civil Engineer


Mr. Phillip Brown is a civil engineer for the Kansas City Board of Public Utilities (BPU) and is works to improve the utilities’ water system and work flow efficiency for the Water Division. Most recently, Phillip was promoted to Senior Civil Engineer as a result of his outstanding technical and computer skills combined with his work ethic and team attitude. He aims to help develop a progressive engineering department at BPU and also to earn a Class IV Water Operator License in 2016.

A native of Kansas City, Kansas, Phillip graduated from Sumner Academy of Arts and Science. He received his undergraduate degree in Engineering from the University of Kansas. Mr. Brown was an INROADS intern for BPU for four years prior to being hired as a Project Engineer in 2009. Committed to academic achievement, Phillip will soon complete his Master’s Degree at the University of Kansas City, Missouri in Construction Management.

While Phillip’s work and family consume much of his time, he still finds time for community service activities. As a member of the BPU Employee Foundation, Phillip is involved in a number of community activities including an annual Easter egg hunt for children; Thanksgiving meal handouts; the collection and distribution of personal hygiene and Christmas gifts for homeless children.
Mr. Brown is a member of several civic and professional organizations including Galilee Missionary Baptists Church, the American Water Works Association, Phi Beta Sigma Fraternity, Inc., American Association of Blacks in Energy and the National Society of Black Engineers.
